Below are the proposed Action Alternatives and Management Alternatives that were retained for detailed study in the DEIS. For each action alternative, there is a brief overview description, alternative mapping, and a traffic animation if applicable. For more detailed traffic information for all of the alternatives, check out the Traffic Information Section under Project Documents. There is a description for each Management alternatives as well.     MA # 1: Expand, Formalize and Increase Incentives for Telecommuting

    Description
     
  • Provide information and technical assistance to employers and employees
  • Increase regional participation in telecommuting programs by 20 percent
  • MA #2: Increase Participation in Flexible Work Hours Programs

    Description
     
  • Provide outreach, education, and training
  • Help establish a formal, flexible/ staggered/ compressed work hour program
  • Provide legal and technical assistance
  • MA #3: Implement Parking Mgmt. Strategies/Increase Parking Prices and/or Decrease Supply
    Description
     
  • Limit parking spaces
  • Increase the parking
  • Eliminate free parking for employees
  • Provide financial incentives for using alternative modes
  • Provide preferential parking for carpools
  • Provide economic incentives for using alternative modes
  • Provide ample parking near transit centers
  • Focus on state government employers & large private employers to implement parking management strategies
  • MA #4: Integrated Incident Mgmt System (up to 16% reduction in total system delay)
    Description
     
  • Timely detection, response, and removal of traffic incidents from roadways to improve safety of motorists, crash victims, and incident responders
  • Provide timely and accurate information to motorists using commercial radio broadcast, HAR, VMS, in vehicle route guidance systems, internet, and phone services
  • Develop a system of coordination between agencies and jurisdictions
  • Assign an incident response team on each side of the bridge
  • Assign a person to be in charge of coordinating all response teams to the site
  • MA #5: Strengthen Coordination and Management in the Corridor

    Description
      A Corridor Manager could be a new or existing authority or agency(s) responsible for:
  • Management of transportation operations
  • Response to traffic incidents
  • Dissemination of real-time traveler information to partnering agencies and the public
  • MA #6: Provide Real Time Travel Information

    Description
     
  • Expand and standardize modes and types of information available to travelers
  • Establish a system to disseminate real-time information across modes
  • Furnish adequate information to travelers so they can make informed decisions on routing, modal shifts, etc
  • Communicate traffic conditions to commuters via existing communication infrastructure such as radio, TV, navigation systems, internet, and VMS.
  • MA #7: Develop Driver Education Program Specific to Corridor

    Description
     
  • Develop marketing program to encourage participation in drivers education
  • Organize one-day workshops and clinics at places of business within the Corridor
  • Market internet-based driver safety programs at places of business within the Corridor
  • Provide incentives for those attending workshops/clinics or participating over the internet
  • Provide information to tourists encouraging the use of alternative modes of transportation
  • MA #8: Implement Signing Modification (Create World Class Corridor by Uniform look and Identity)
    Description
     
  • Establish a joint group comprised of qualified representatives from VDOT, DDOT, Arlington County, DoD, and NPS to evaluate the existing signing system along the I-395 Corridor
  • Complete a comprehensive database inventory of all overhead signs within the study area
  • Assess the existing signing by applying a compliance checklist of the signing system national standards
